One minute is not enough time for the sugar to change it's state. Try three minutes at a rolling boil.

Recipe is good with the exception of the amount of milk. 1/2 cup only gives you a very short window to hit the softball stage perfectly. I used 3/4 cup and had a little more time to bring it to perfection.
