Yes, the yeast will bloom in just water. Have the water around 100 degrees & add the yeast. Let sit for 10 minutes or so.

Followed the recipe exactly & the rolls turned out perfectly delicious! The dough & formed rolls rose in the time specified in the recipe. My only critique would be not specifying how to shape the rolls. I pinched off a piece of dough & rolled it into a ball. Easy.
