Like many others, we hadn't cooked with fennel before, but it's fabulous in this recipe. We serve over garlic mashed potatoes or cheesy polenta. One tip: Definitely season each layer liberally with salt & pepper to make sure the end result isn't bland. And, don't leave anything out! From the lemon zest to the capers to the parsley, every ingredient shines.
