Sorry...I meant to say 425. And I also had to add sugar just so that the cream puff itself can have some taste. It brings out the chocolate more.

I think the directions were wrong. It said to preheat the oven to 375 but I think it's suppose to be 475. I've made regular cream puffs before at 475 and they turned out great. These, on the other hand, were uncooked and center was very dough-y.

I must admit...this is definitely not Pho. Just reading the ingredients and I already know it's not Pho. I'm not even vietnamese. You were trying to "american-ize" pho but I don't think it worked that well.
